| **** | **Pricing of preliminaries/measured items**: The pricing of preliminaries shall be independently quoted based on the list of preliminaries in the tender documents and the bidder's construction organisation design. Common preliminaries for hotel projects include:<br>• **Health, safety and environmental (HSE) costs**: Must be calculated in accordance with the regulations of the national or provincial construction authorities (typically 2%–5% of the cost of divisional and sub-divisional works) and shall not be treated as a competitive fee.<br>• **Scaffolding costs**: Tall and large spaces such as the lobby and banquet hall require separate calculation.<br>• **Finished product protection costs**: During the hotel's fine decoration stage, the cost of protecting completed areas such as guest rooms, corridors and lift lobbies requires particular attention. |
