| | Hotel construction projects wholly funded by state-owned funds or predominantly funded by state-owned funds (meaning state-owned funds account for more than 50% of total investment, or, although less than 50%, the state-owned investor effectively holds a controlling stake) must adopt bill-of-quantities (BOQ) valuation. |
