| High-rise civil buildings (including high-rise hotel buildings), gymnasiums with more than 3000 seats, auditoriums with more than 2000 seats, and single-story and multi-story public buildings such as commercial buildings and exhibition buildings with a floor area greater than 3000 m² shall be provided with a circular fire access road; where this is genuinely difficult, fire access roads may be provided along the two long sides of the building.
