What are the process and key inspection items for hotel fire acceptance inspection?

I am fire protection expert Alexander Li. As a high-occupancy venue, a hotel's fire acceptance inspection is a critical step in ensuring the safety of life and property, and is directly tied to operating permits and public safety. Based on my engineering experience, hotel fire acceptance inspections are typically led by the housing and construction authority or fire agency, follow a rigorous process, and the key inspection items must cover three aspects: building fire protection, fire protection systems, and management.

**Acceptance Process:**
1. **Pre-acceptance (self-inspection stage)**: After construction is completed, the construction unit organizes the design, construction, and supervision units to conduct self-inspection; after rectifying issues, submit the Fire Acceptance Application Form and technical documents (such as drawings, test reports, and product certificates of conformity).
2. **Acceptance and document review**: The fire department verifies the completeness of documents, including the Construction Project Fire Protection Design Review Opinion, concealed works records, fire protection system test reports, etc.
3. **On-site inspection**: Teams conduct actual measurements of building fire protection, water systems, electrical systems, smoke control and exhaust, etc., with emphasis on testing linkage functions.
4. **Comprehensive assessment**: In accordance with the Rules for Fire Acceptance Assessment of Construction Projects (GA 836-2016), rectification opinions are issued for non-conforming items; after re-inspection passes, the Fire Acceptance Opinion is issued.

**Key Inspection Items:**
- **Building fire protection**: In accordance with Article 5.1.1 of GB50016-2014 (2018 edition), check whether fire compartments exceed the area limit (each fire compartment in the hotel guest room area ≤1500㎡; this may be expanded to 3000㎡ with sprinklers); evacuation corridor width (clear width of guest room corridors ≥1.1m), number of safety exits (≥2 per fire compartment); fire door ratings (stairwell doors Class A, pipe shaft doors Class B).
- **Fire water system**: In accordance with Article 8.0.1 of GB50261-2017, test the fire hydrant effective throw (≥10m) and the sprinkler end-of-line test pressure (≥0.05MPa); check fire pump start/stop (main/standby pump switchover ≤2min) and pipe network tightness (pressure test at 1.4MPa held for 30min without pressure drop).
- **Automatic fire alarm system**: In accordance with Article 4.1.2 of GB50166-2019, test smoke and heat detector alarm response (≤60s) and linkage functions (such as activation of audible/visual alarms, elevator homing, and cutoff of non-fire power supplies).
- **Smoke control and exhaust system**: In accordance with Article 4.4.1 of GB51251-2017, check smoke exhaust fan air volume (≥120m³/h·㎡) and fire damper actuation (automatic closure at 280℃); pressurized air supply system pressure (vestibule 25-30Pa, stairwell 40-50Pa).
- **Gas fire extinguishing system**: In accordance with Article 6.0.1 of GB50370-2005, check gas fire extinguishing installations (such as heptafluoropropane) in areas such as electrical distribution rooms and generator rooms, and test delayed activation (30s) and audible/visual alarms.
- **Emergency lighting and evacuation indication**: In accordance with Article 3.2.1 of GB51309-2018, check luminaire illuminance (floor level ≥1.0lx) and duration of continuous power supply (≥30min).
- **Fire safety management**: Check fire control room duty records, equipment maintenance contracts (such as monthly maintenance), emergency plans, and drill records.

**Practical Engineering Cases**: During acceptance of a five-star hotel, the pressurized air supply volume in the smoke-proof stairwell was found to be insufficient (measured at only 30Pa, below the 40Pa required by the code); the cause was undersized fan selection and air duct leakage. After rectification—replacing the fan and sealing the air ducts—the re-inspection passed. In another case, the sprinkler system end-of-line test pressure was only 0.04MPa (below 0.05MPa); investigation found insufficient pump head, and it met the standard after replacement.

**Summary**: Hotel fire acceptance inspection must be based on the codes, with key control over fire compartments, evacuation facilities, water system linkage, and smoke control and exhaust performance; any overlooked detail may delay operations. The above are reference opinions. The actual project conditions still need to be further combined with specific operating conditions, site conditions, and other factors for comprehensive evaluation and implementation.
