Common compliance issues and rectification requirements in hotel fire acceptance inspections

I am compliance expert (Emily Chen), with over 15 years of engineering compliance review experience in Ministry of Housing and Urban-Rural Development regulations and fire acceptance inspection. Fire acceptance inspection is a critical turning point for hotel projects from construction to operation, and its compliance directly affects the opening schedule and operational safety. In accordance with the Interim Provisions on the Administration of Fire Protection Design Review and Acceptance Inspection of Construction Projects (Order No. 51 of the Ministry of Housing and Urban-Rural Development) and the Code for Fire Protection Design of Buildings (GB 50016-2014, 2018 edition), I will, based on years of project review experience, summarize common compliance issues and rectification requirements in hotel fire acceptance inspection.

**Common compliance issues and rectification requirements:**

1. **Evacuation routes and safety exit issues**
- **Issue**: Insufficient evacuation route width, or the number or location of safety exits does not comply with the code, for example, the clear width of corridors in hotel guest room areas is less than 1.1 m (GB 50016 Article 5.5.18), or safety exits are blocked by debris.
- **Rectification requirements**: The corridor must be widened to more than 1.1 m in accordance with the code, safety exits must be added or their locations adjusted, and evacuation doors must be ensured to open in the evacuation direction (GB 50016 Article 6.4.11).
- **Case**: During acceptance inspection of a five-star hotel, because the safety exit width on the first-floor lobby was only 0.9 m (the code requires ≥1.4 m), it was required to demolish part of the decorative wall and replan the exits; rectification took 2 weeks.

2. **Fire protection facility configuration and linkage test issues**
- **Issue**: Automatic sprinkler systems and automatic fire alarm systems are not installed as designed, or linkage tests do not meet standards, for example, sprinkler spacing exceeds 3.6 m (GB 50084-2017 Article 7.1.2), or smoke detectors give false alarms in high-temperature areas such as kitchens.
- **Rectification requirements**: Readjust the sprinkler layout to ensure coverage of all areas; upgrade the alarm system and install high-temperature-resistant detectors at false alarm points; linkage tests must pass signal feedback from the fire control room (GB 50116-2013 Article 3.2.1).
- **Case**: At a chain hotel, because the fire pump room was not equipped with a backup power supply, the pump units could not start during the linkage test; it was ordered to install a dual power supply transfer device, and it passed re-inspection after rectification.

3. **Fire compartments and material combustion performance issues**
- **Issue**: Fire compartment area exceeds the limit (for example, the maximum allowable area per floor in hotel guest room areas is 2500 ㎡, GB 50016 Article 5.3.1), or decoration materials fail to achieve Class A or Class B1 combustion performance (GB 50222-2017 Article 3.0.2).
- **Rectification requirements**: Add fire shutters or fire walls to separate compartments; replace non-compliant materials, for example, replace Class B2 carpet with Class B1 flame-retardant carpet.
- **Case**: At a resort hotel, because the ballroom used Class B2 wood veneer, it was required to be demolished and replaced with Class A fireproof board; rectification cost exceeded 500,000 yuan.

4. **Fire electrical and emergency lighting issues**
- **Issue**: Insufficient illuminance of emergency lighting (below 1 lux, GB 51309-2018 Article 3.2.1) or spacing of evacuation indication signs exceeding 20 m (GB 50016 Article 10.3.5).
- **Rectification requirements**: Increase the number of emergency luminaires to ensure continuous power supply of ≥90 minutes after power failure; adjust sign positions and control spacing within 15 m.
- **Case**: At a business hotel, because only half of the corridor emergency lights were installed, it was marked as a serious defect during acceptance inspection and passed re-inspection after installation.

5. **Fire acceptance inspection submission document issues**
- **Issue**: Construction drawings have not undergone fire protection design review or review comments have not been implemented, for example, the fire water tank volume has not been calculated in accordance with the code (GB 50974-2014 Article 3.1.1).
- **Rectification requirements**: Complete the design review retroactively, modify the drawings and resubmit; the site must be consistent with the drawings, otherwise a design change statement must be issued.
- **Case**: At a boutique hotel, because the fire water tank capacity was arbitrarily reduced from 30 m³ to 20 m³ during construction, it was required to restore the original design and submit a third-party testing report.

**Concluding conclusion**: The core of hotel fire acceptance inspection is to ensure compliance of evacuation, fire protection facilities, fire compartments and materials; any omission may lead to failure of acceptance inspection or fines. It is recommended to introduce compliance review at the construction stage to avoid high rectification costs and long cycles later.

The above are reference opinions. The actual project situation still needs to be further comprehensively evaluated and implemented in combination with specific working conditions, site conditions and other factors.
