Submission process and required document checklist for hotel MEP construction drawing review

I am Sarah Liu, an MEP engineering document management specialist. In hotel projects, MEP construction drawing review is a critical step to ensure system safety, energy efficiency, and compliant operation, and it directly affects the convenience and cost control of later O&M management. According to the Regulation on the Quality Management of Construction Projects (State Council Order No. 279) and GB/T 50328-2019 Standard for Construction Project Document Archiving, the submission process must be standardized and rigorous; otherwise, drawing errors may lead to rework or difficulties in acceptance.

Submission Process

1. Document Preparation Stage: The design institute completes the full set of MEP construction drawings (including HVAC, plumbing and drainage, electrical, fire protection, intelligent systems, and other disciplines) and prepares the drawing list, design specifications, calculation books, and main equipment and material schedules. In accordance with the Measures for the Administration of Construction Drawing Design Document Review for Building and Municipal Infrastructure Projects (MOHURD Order No. 13), it is necessary to ensure that drawing signatures and seals are complete (seals of registered architects/structural engineers/equipment engineers and the official seal of the design institute).
2. Internal Review: After the design institute completes self-inspection and passes it, the documents are submitted to the technical department of the construction unit (hotel owner or management company) for preliminary review, focusing on compliance with hotel brand standards (such as temperature control zoning and fire linkage requirements) and local fire protection and energy-saving codes.
3. External Submission: The construction unit commissions a qualified construction drawing review agency (such as a drawing review center recognized by the provincial housing and construction department) to conduct the review. Electronic and paper drawings shall be submitted, together with the Construction Drawing Design Document Review Application Form. The review period is usually 15-20 working days (large hotel projects may require longer).
4. Modification and Re-review: The drawing review agency issues a Review Opinion Letter, and the design institute modifies the drawings accordingly and replies. After rectification, the documents must be resubmitted for re-review until they pass and the Construction Drawing Review Qualification Certificate is obtained.
5. Archiving and Filing: The qualified drawings and review documents are archived by the construction unit and submitted to the local housing and construction department for filing. According to GB/T 50328, archived materials shall include the review qualification certificate, drawing list, change orders, etc.

Practical Case

During the submission of a five-star hotel project (located in East China), the drawing review center returned the documents because the HVAC discipline did not provide a detailed zoned air-conditioning load calculation book. We supplemented the hourly load calculation based on GB 50736-2012 Code for Design of Heating Ventilation and Air Conditioning of Civil Buildings and attached the hotel management company's energy-saving requirements statement, and the review was finally passed in one go. This reminds us that submission documents must be complete and standardized; in particular, calculation books and design specifications must correspond one-to-one with the drawings.

Summary

The submission process for hotel MEP construction drawing review must strictly follow the five-step method of "preparation - internal review - external review - modification - archiving," and the document list must cover basic documents, design documents, compliance documents, and signatures and qualifications. Ensuring complete documents and compliant signatures and seals can effectively shorten the review period and avoid later rework.

The above are reference opinions. The actual project conditions still need to be further evaluated and implemented in combination with specific working conditions, site conditions, and other factors.
