Special Equipment Regulatory System and Scope of Application
Special equipment involved in hotel MEP engineering mainly includes: elevators (passenger elevators, freight elevators, escalators), boilers (steam boilers, hot water boilers), pressure vessels (steam headers, air receivers, heat exchangers) and lifting machinery (maintenance cranes, electric hoists). According to Article 2 of the Special Equipment Safety Law of the People's Republic of China, special equipment is defined as equipment that poses a relatively high risk to personal and property safety, and its catalogue is formulated and published by the special equipment safety supervision and administration department of the State Council. The currently effective version is the Special Equipment Catalogue (2014 Edition), comprising 10 major categories and 48 varieties. The two most common categories in hotel projects are elevators and boilers. Determining whether a piece of equipment constitutes special equipment requires two conditions: inclusion in the Special Equipment Catalogue and reaching the specified parameters. For example, the threshold for steam boilers is rated steam pressure ≥0.1MPa and rated evaporation capacity ≥0.1t/h; the threshold for hot water boilers is rated outlet pressure ≥0.1MPa and rated thermal power ≥0.1MW; the threshold for pressure vessels is maximum working pressure ≥0.1MPa and volume ≥30L and nominal diameter ≥150mm. All elevators are subject to special equipment management regardless of their parameters. The technical specification system is anchored by TSG (Special Equipment Safety Technical Regulations), including TSG T7001 Supervision Inspection and Periodic Inspection Rules for Elevators, TSG G0001 Safety Technical Supervision Regulations for Boilers, TSG 21 Safety Technical Supervision Regulations for Fixed Pressure Vessels, etc. Core compliance requirements include: special equipment manufacturers must hold a special equipment manufacturing license; installation units must hold an installation, alteration and repair license of the corresponding category; operators (elevator installers, boiler firemen, etc.) must hold special equipment operator certificates.
Installation Notification Procedure and Material Preparation
Special equipment installation notification is a statutory pre-construction procedure. According to Article 23 of the Special Equipment Safety Law, the construction unit for installation, alteration or repair of special equipment shall, before construction, notify in writing the special equipment safety supervision and administration department of the municipality directly under the Central Government or of the city with districts of the proposed installation, alteration or repair. Notification materials shall be submitted at least 7 working days before construction. Required materials include: special equipment installation notification form (in triplicate, stamped with the construction unit's official seal); special equipment manufacturing license (copy stamped with the manufacturer's official seal); special equipment installation, alteration and repair license (copy stamped with the construction unit's official seal); construction contract (copy); construction plan (including safety technical measures); installation operator qualification certificates (valid certificate copies for no fewer than 2 persons); equipment factory technical documentation (including design documents, product quality certificate, installation and operation and maintenance instructions, supervision inspection certificate, etc.). Construction may commence only after the notification is accepted and the supervision and administration department issues the Special Equipment Installation Notification Acceptance Receipt. Online notification (via provincial and municipal special equipment safety supervision platforms) has replaced traditional paper notification and become the mainstream approach. Compliance matters during construction: equipment parameters and installation locations shall be consistent with the notified content; in case of changes (e.g., replacing equipment of the same model, changing installation location), the notification procedure shall be re-performed; if the construction period exceeds 6 months, construction progress shall be reported to the supervisory department every 6 months. For hotel boiler installation, a boiler room fire safety inspection opinion and a gas supply contract (for gas-fired boilers) must additionally be obtained. For elevator installation, the Elevator Installation, Alteration and Major Repair Construction Plan must also be filed with the special equipment safety supervision division of the local market supervision administration.
Supervision Inspection Process and Key Milestones
Supervision inspection during special equipment installation is carried out by approved special equipment inspection and testing institutions (such as the China Special Equipment Inspection and Research Institute and provincial/municipal special equipment inspection institutes). According to TSG T7001 Supervision Inspection and Periodic Inspection Rules for Elevators and TSG G0001 Safety Technical Supervision Regulations for Boilers, supervision inspection is divided into two stages: installation process supervision inspection (conducted during construction) and acceptance inspection (conducted after completion of construction). Key milestones for elevator supervision inspection include: (1) Civil works handover inspection—checking whether shaft dimensions, landing door reserved openings, pit depth, overhead height, etc. meet design requirements, and whether guide rail bracket embedded parts are secure; (2) Component incoming inspection—model consistency verification and visual inspection of key components such as traction machines, control cabinets, guide rails, cars, landing doors, safety gears and speed governors; (3) Installation process inspection—guide rail verticality (≤1mm/5m), landing door sill levelness (≤1/1000), wire rope tension deviation (≤5%), speed governor tripping speed calibration, etc.; (4) Functional inspection—leveling accuracy (±10mm), door opening/closing time, electrical inspection of safety circuits and door lock circuits, brake clearance adjustment, etc.; (5) Running tests—125% rated load braking test, speed governor-safety gear linkage test, buffer compression test. Key milestones for boiler supervision inspection include: (1) Boiler room foundation acceptance—boiler foundation levelness (≤3mm/m), boiler room clear height, ventilation conditions, explosion venting area (≥10% of boiler room area); (2) Body installation inspection—drum installation levelness (≤2mm/m), heating surface tube bundle installation, sampling non-destructive testing of welded joints (not less than 1% as required by TSG G0001); (3) Hydrostatic test—test pressure at 1.25 times design pressure, held for 20min without leakage; (4) Safety accessory calibration—safety valve set pressure calibration, pressure gauge accuracy class (≥1.6), water level gauge installation height confirmation; (5) Furnace drying and boiling-out—72h furnace drying according to the temperature rise curve specified in Section 7.3 of TSG G0001; (6) Trial run—continuous 48h full-load trial run with all parameters within design range. After all inspections pass, the Special Equipment Supervision Inspection Report and Special Equipment Use Mark are issued.
Use Registration and Periodic Inspection Management
Before special equipment is put into use or within 30 days after being put into use, the user unit shall register the use with the special equipment safety supervision and administration department of the municipality directly under the Central Government or of the city with districts. Materials required for registration include: the Special Equipment Use Registration Form (in duplicate); the special equipment supervision inspection report (with an inspection conclusion of qualified); the special equipment use management system (including operating procedures, maintenance systems, and emergency special plans); and certificates of special equipment safety management personnel and operators (elevators and boilers shall be staffed with corresponding certified personnel according to the number of equipment). After registration is completed, the Special Equipment Use Registration Certificate and use mark shall be obtained. The use mark shall be posted in a prominent position on the equipment (inside the elevator car, at the boiler room door, etc.). Compliance management requirements after special equipment is put into use: elevators shall be maintained every 15 days in accordance with TSG T5002 Elevator Maintenance Rules, with comprehensive maintenance conducted quarterly, semi-annually, and annually, and maintenance records shall be kept for no less than 4 years; elevators shall undergo periodic inspection once a year in accordance with TSG T7001, and those failing inspection twice consecutively shall be stopped from use. Boilers shall undergo external inspection once a year, internal inspection every 2 years, and hydrostatic test every 6 years in accordance with Chapter 9 of TSG G0001. Safety valves shall be calibrated once a year, and pressure gauges shall be verified every six months. As a user unit of special equipment, the hotel shall also establish special equipment safety technical archives (one machine, one file), including equipment factory documents, installation notification receipts, supervision inspection reports, use registration certificates, maintenance records, inspection reports, fault and accident records, emergency plan drill records, etc. Legal consequences of violating special equipment safety laws and regulations: Article 84 of the Special Equipment Safety Law stipulates that those engaging in the production, installation, modification, or repair of special equipment without a license shall be ordered to stop the illegal act, their illegal gains shall be confiscated, and a fine of not less than 100,000 yuan but not more than 500,000 yuan shall be imposed. Those using special equipment that has not been inspected or that fails inspection shall be ordered to stop using it, and a fine of not less than 30,000 yuan but not more than 300,000 yuan shall be imposed.
